El autor norteamericano nos propone ahora un relato de intrigas en medio de la selva guatemalteca, mientras Russell, el protagonista, intenta hallar una ruina maya que lo har\u00e1 millonario.<\/p>\n<p>Sin embargo, el personaje principal se ve envuelto en las pol\u00edticas internas de Guatemala, un pa\u00eds que se enfrenta a un grave situaci\u00f3n econ\u00f3mica debido a la ca\u00edda de los precios del caf\u00e9. If Madrid was<br \/>\nelected, she would be the<br \/>\nfirst woman in<br \/>\nGuatemalan history to<br \/>\nhold the post.<br \/>\nRussell didn\u2019t think<br \/>\nthey had a chance now.<br \/>\nThe political situation\u2014if<br \/>\nthere was a devaluation\u2014<br \/>\nwould be chaotic at best.<br \/>\n\u201cWhy now?\u201d Russell<br \/>\nasked as he sat down.<br \/>\n\u201cThe government<br \/>\ncan\u2019t make the payment<br \/>\non a dollar loan coming<br \/>\ndue next week\u2014five<br \/>\nhundred million,\u201d<br \/>\nAntonio explained. \u201cThey<br \/>\ndon\u2019t have the reserves,<br \/>\nand they can\u2019t borrow any<br \/>\nmore because of the<br \/>\ncoffee crisis. The World<br \/>\nBank will provide a<br \/>\nbailout package, but only<br \/>\nif we submit to an IMF<br \/>\nrestructuring. Devaluation<br \/>\nof the currency is the<br \/>\ncenter-piece of the plan,<br \/>\nof course. It\u2019s supposed to<br \/>\nmake our coffee more<br \/>\ncompetitive.\u201d<br \/>\n\u201cThe whole country is<br \/>\nbankrupt!\u201d Senator<br \/>\nVallodalid said<br \/>\ncheerfully. \u201cPretty soon<br \/>\nwe\u2019ll be paying them to<br \/>\nbuy our coffee.\u201d He raised<br \/>\nhis glass and smiled at<br \/>\nRussell. He was drinking<br \/>\nscotch out of a Waterford<br \/>\ntumbler and wore a pink<br \/>\ncravat. He looked like he<br \/>\nwas going to Cap Ferret,<br \/>\nnot facing a political and<br \/>\nfinancial crisis.<br \/>\n\u201cWe were wondering<br \/>\nwhat you thought we<br \/>\nshould do, young man?<br \/>\nYou seem to know all<br \/>\nabout these financial<br \/>\nmatters,\u201d Valladolid said.<br \/>\n\u201cI just think they want<br \/>\ncheap coffee.\u201d All the<br \/>\nmen and the woman<br \/>\nshook their heads in<br \/>\nagreement. \u201cAfter all,<br \/>\nEurope and America are<br \/>\nhaving a recession,\u201d the<br \/>\nsenator said. \u201cThey want<br \/>\na bargain.\u201d<br \/>\n\u201cIt\u2019s criminal. It<br \/>\nwas essentially the same<br \/>\nthing that had just<br \/>\nhappened to Argentina.<br \/>\nOnce the international<br \/>\ncurrency speculators got<br \/>\nwind of the IMF plan,<br \/>\nthey would drive the<br \/>\ncurrency down even<br \/>\nfurther. The government\u2019s<br \/>\nbonds would be<br \/>\nworthless, and interest<br \/>\nrates would skyrocket.<br \/>\nDollar reserves, so crucial<br \/>\nto any modern banking<br \/>\nsystem, would leave the<br \/>\ncountry almost<br \/>\nimmediately as the rich<br \/>\npulled their dollars out of<br \/>\nthe country\u2019s banks.<\/p>\n<p>\u201cMy brother says that<br \/>\nPresident Blanco has<br \/>\nalready approved,\u201d<br \/>\nMadrid said.<br \/>\nThey were all looking<br \/>\nat Russell. None of them<br \/>\nhad trained as<br \/>\neconomists.<br \/>\n\u201cThere has to be a<br \/>\nsolution,\u201d Madrid said.<br \/>\n\u201cWe can\u2019t let the country<br \/>\nslip away again.\u201d<br \/>\nThere was silence.<br \/>\nEveryone in the room,<br \/>\nincluding Russell, had<br \/>\nlost someone in the war.<br \/>\nRussell looked at the<br \/>\nfaces in the lamplight.<br \/>\nThey were frightened. No<br \/>\none wanted another<br \/>\nArgentina. No one wanted<br \/>\nthe Communists to come<br \/>\nback as a political force.<br \/>\nNo one wanted more<br \/>\nviolence.<\/p>\n<p>\u201cThe government<br \/>\ncould declare a debt<br \/>\npayment holiday while<br \/>\nthey try to renegotiate<br \/>\nwith the creditors. Then<br \/>\nmaybe they could build<br \/>\nreserves, defend the<br \/>\nQuetzal. But if you<br \/>\ndeclare a debt holiday,<br \/>\nGuatemalan bonds are<br \/>\ngoing to collapse. And<br \/>\nnew loans will be<br \/>\nimpossible to get, because<br \/>\nthe IMF will blacklist<br \/>\nyou. You can\u2019t win\u2026.<br \/>\nThere is no solution. The<br \/>\nIMF and the World Bank<br \/>\nhold all the cards. On the<br \/>\nother hand, if they<br \/>\ndevalue there will be<br \/>\nmassive inflation and<br \/>\nunemployment. I think<br \/>\nthe war will start all over.<br \/>\nThe reds are already<br \/>\nmaking noises,\u201d Russell<br \/>\nsaid. \u201cThey\u2019re probably<br \/>\ntalking to Castro in<br \/>\nHavana right now. It\u2019s<br \/>\ntheir big chance to make a<br \/>\ncomeback. They\u2019re<br \/>\nprobably praying for a<br \/>\ndevaluation.\u201d<\/p>\n<p>\u201cIt\u2019s what the<br \/>\nAmericans want, isn\u2019t it?\u201d<br \/>\nValladolid said. \u201cI mean,<br \/>\nthey want Selva to win.<br \/>\nThey don\u2019t care if there\u2019s<br \/>\npolitical chaos. In fact, I<br \/>\nthink it serves their<br \/>\npurpose. When has peace<br \/>\nand prosperity served the<br \/>\ncolonists?\u201d the old man<br \/>\nsaid. \u201cWe\u2019re finished. We<br \/>\nwere finished a long time<br \/>\nago.\u201d<\/p>\n<p>\u201cWhy don\u2019t you stop<br \/>\nblaming the fucking<br \/>\nAmericans for<br \/>\neverything? They didn\u2019t<br \/>\nborrow the fucking<br \/>\nmoney from Citibank and<br \/>\nthen steal it. They didn\u2019t<br \/>\nsend it to accounts in<br \/>\nSwitzerland. And they<br \/>\ndidn\u2019t stop you from<br \/>\ninvesting here instead of<br \/>\nsending your money out<br \/>\nof the country for the last<br \/>\nhundred years,\u201d Russell<br \/>\nsaid angrily. \u201cThat\u2019s the<br \/>\nproblem with you people.<br \/>\nYou haven\u2019t taken<br \/>\nresponsibility for your<br \/>\nown damn country.<br \/>\nWhere are the factories,<br \/>\nthe highways, the<br \/>\nrailroads? You\u2019re as<br \/>\nmuch to blame as the<br \/>\nAmericans are, for<br \/>\nChrist\u2019s sake!\u201d<br \/>\nThe young woman<br \/>\nlawyer stood up angrily.<br \/>\nMadrid told her to sit<br \/>\ndown.<br \/>\n\u201cHe\u2019s right,\u201d<br \/>\nValladolid said. \u201cHe\u2019s<br \/>\nright. All of you have<br \/>\nbank accounts in Miami. I<br \/>\nknow I do. That\u2019s the<br \/>\nhorrible truth. We, the<br \/>\nclass that mattered here,<br \/>\nwhen did we really<br \/>\nbelieve in the country?<br \/>\nThe boy is right.\u201d<br \/>\nRussell poured<br \/>\nhimself a glass of wine<br \/>\nand went to the window.<br \/>\nHe felt ashamed of his<br \/>\noutburst. The others<br \/>\nstarted to talk about party<br \/>\npolitics. He listened for a<br \/>\nwhile. Their internecine<br \/>\nsquabbles seemed<br \/>\nludicrous in the face of<br \/>\nthe economic crisis that<br \/>\nwould sweep them all<br \/>\naway.<\/p>\n<p>It was late. He drained<br \/>\nhis second glass of wine<br \/>\nand walked back to the<br \/>\ncouch. Everyone had left<br \/>\nbut the Senator and<br \/>\nMadrid. There was no<br \/>\nconsensus on how to face<br \/>\nthe devaluation. It looked<br \/>\nas though Madrid\u2019s<br \/>\ncoalition would break<br \/>\napart. A privatization of<br \/>\nthe telephone company,<br \/>\nwhich had been the<br \/>\ncenterpiece of their<br \/>\nplatform, seemed<br \/>\nimpossible now. Who<br \/>\nwould want to buy it now,<br \/>\nwith the country in chaos?<\/p>\n<p>\u201cThere\u2019s one<br \/>\nsolution,\u201d Russell said,<br \/>\ncoming back to the couch.<br \/>\n\u201cWell, go ahead boy,<br \/>\ndon\u2019t keep us in<br \/>\nsuspense,\u201d the senator<br \/>\nsaid.<br \/>\n\u201cA coup,\u201d he said.<br \/>\n\u201cWe get rid of Blanco and<br \/>\ntake power. Ignore the<br \/>\nIMF\u2019s suggestions. Do it<br \/>\nbefore the election. Then<br \/>\nyou privatize the<br \/>\ntelephone and the water<br \/>\nand electricity companies.<br \/>\nWith the money you get,<br \/>\nyou defend the quetzal.<br \/>\nIt\u2019s a gamble, but it might<br \/>\nwork. The international<br \/>\ncapital markets will love<br \/>\nthe privatization, and<br \/>\nmight just not sell the<br \/>\ncountry\u2019s debt off once<br \/>\nthey hear the plan. They<br \/>\ncertainly won\u2019t care much<br \/>\nabout the coup, given how<br \/>\nbad things are anyway. As<br \/>\nlong as we make it clear<br \/>\nthe new government is<br \/>\npro-business. . . . Interest<br \/>\nrates might actually go<br \/>\ndown,\u201d Russell said. \u201cIt\u2019s<br \/>\na big gamble. But you\u2019ll<br \/>\nhave to move quick.<br \/>\nPresident Blanco has to<br \/>\ngo. And the army has to<br \/>\nbe brought to heel.\u201d The<br \/>\ntwo older men looked at<br \/>\nhim, open-mouthed.<\/p>\n<p>\u201cIt might work,<br \/>\nRudy,\u201d Madrid said<br \/>\nfinally. \u201cJesus . . . it just<br \/>\nmight work. We\u2019ll hold<br \/>\nelections in a year after<br \/>\nthe coup.\u201d<\/p>\n<p>\u201cThe embassy will<br \/>\ncome to Blanco\u2019s<br \/>\ndefense,\u201d Valladolid said.<br \/>\n\u201cBut I like it. Blanco is a<br \/>\nprick. I never liked the<br \/>\nman,\u201d the senator said.<br \/>\n\u201cI think the telephone<br \/>\ncompany alone is worth<br \/>\nmaybe a billion dollars.<br \/>\nLet\u2019s say in four months,<br \/>\nyou have five or six<br \/>\nbillion in the treasury.<br \/>\nThat\u2019s enough.
